After defining Foreign Information Manipulation and Interference (FIMI) and exploring responses to this growing threat, the European External Action Service (EEAS) takes a bold methodological leap in its latest report that we are bringing to you in an exciting EU DisinfoLab webinar.
The core of this report is the FIMI Exposure Matrix, a major step forward in the field of attribution. It introduces a structured, four-tier classification of information channels and deeper insight into recurring disinformation tactics.
The report also unpacks the evolution of Russian FIMI campaigns, their internal dynamics and growing connections with Chinese influence operations. Drawing from attacks across 80+ countries and 200+ organisations, it highlights how these actors often align around shared narratives to amplify their impact.

Beatriz Marin Garcia, Team Leader of the Data Knowledge and Analysis Team, EEAS Strategic Communication and Foresight

Her team specialises in developing and implementing data-driven strategies to analyse and counter FIMI. In 2023, they proposed a standardised methodology for FIMI analysis, including a model for data-sharing standards to facilitate information exchange within the FIMI defenders community. The Data Team at Stratcom also published several reports on FIMI and Identity-Based Disinformation.

Raquel Miguel Serrano, Senior Researcher, EU DisinfoLab

Raquel Miguel Serrano is a senior researcher at EU DisinfoLab. She has a background in journalism and spent most of her professional career working for the German press agency DPA until 2019, when she shifted her focus to disinformation. Raquel received a Master’s degree in Cyber Intelligence, and began working with the EU DisinfoLab. She is the author of multiple articles, mainly focused on mis- and disinformation circulating in Spain and Germany, but also on more comprehensive topics such as the impact risk of online disinformation or pre-bunking as a tool to counter information disorders. Recently, she has been working in other areas, such as FIMI or the challenges posed by generative AI.
